1, 2 - 200 & 202 Florida Street
In 2000, Centerville Development made its first attempt at a community housing project by purchasing and constructing a Governor's House duplex at 200 & 202 Florida Street. These homes were designed for senior citizens or the disabled. They were eventually sold to young, first-time home buyers.

5 - 1201 Vermillion Street
August 8, 2009 - We closed on our NSP rehab house with HUD on July 17th. We are presently working with local contractors on finalizing bids for the rehab project. We have had several local people express an interest in purchasing the house from us. We are presently working with Geo-Tech to make sure we are in compliance with lead-based paint and asbestos management guidelines. Most houses built before 1970 have lead-based paint and many have asbestos material somewhere in the house. The house we purchased was built in 1899.

October 3, 2009 - We are making very good progress on our NSP rehab housing project, located at 1201 Vermillion Street. Most of the exterior work is complete with the shingling, new windows, painting, and siding almost complete. If you haven't driven past it lately, I think you will be impressed. It appears we will stay under our budget of $115,000 and will complete ahead of schedule, so that the house may be sold prior to the expiration of the $8,000 first-time home buyer tax credit on November 30th. South Dakota Housing Development Authority (SDHDA) tells me this will be their first rehab project to be completed under the Neighborhood Stabilization Program (NSP). NSP's rules require us to sell the home to someone under the 80% annual median income (AMI). The challenge is meet the AMI requirement and also qualify for a mortgage high enough to cover our costs.

January 08, 2010 - We closed on our first Neighborhood Stabilization Program rehab house, located at 1201 Vermillion Street. The house was purchased on 7/17/09, rehabbed and sold on 11/30/09. The regulations required that we sell to someone at the 80% AMI at appraised value or total cost, whichever was less. The house was sold to Brian Hansen at the appraised value of $94,000. Brian has been interested in purchasing this house since we acquired it. In fact, he also submitted a bid to HUD when our bid was accepted in April, 2009. We were able to pay the Sioux Empire Housing Partnership $2,000 in consulting fees and received a net profit of $4,575.98 to the Centerville Development Corporation. Below are some before and after pictures of the rehabbed property.




(6) 505 Nebraska Street
We also began construction on our split foyer spec house on lot 4D of the Millennium Addition. Since the ownership didn't transfer from the City to the Development Corporation we were able to avoid a closing fee of $370 with Turner County Title and will also avoid real estate taxes until the home is sold to the homeowner. Loans with Hanson Communication and South Dakota Housing were signed by the Centerville Development Corporation and mortgages by the City. Excavation, footings, cement basement and construction of the frame has begun.


Feb 28, 2011 - We closed on the spec house built at 505 Nebraska Street on February 15th. We congratulate the new owners, Dustin & Maggie Stevens. It is great to have another young couple buying a home in Centerville! The closing went smoothly and the house was built and sold at budget. The success of this project is the result of great partnerships with; Fort Randall Telephone Company, South Dakota Housing Development Authority (SDHDA), the City of Centerville and our local contractors.



7 - 920 Lincoln Street (Formally 430 Dakota Street)
October 3, 2009 - South Dakota Housing's Board of Directors will meet this month to transfer our conditional commitment from the Centerville Development Corporation to the City of Centerville. They will also extend our commitment period an additional month to avoid complications in dealing with the prior owner's 180 day redemption period. This project will include the demolition and redevelopment of 430 Dakota Street. Our plans include replacing with a governor's house, with basement and two car garage. This home must be sold to someone below the 50% AMI.

Jan 8, 2010 - Bill Hansen met with the Turner County Commissioners on 12/21/09 and approached them about settling on the 430 Dakota Street property. This NSP application was originally with the Centerville Development Corporation, but was transferred to the City of Centerville by South Dakota Housing, SDHDA, on November 10th. The County will settle for $2,200 out of $5,069.71 of delinquent taxes if the City will waive their special assessments of $2,675 in snow removal and mowing expenses. He contacted Turner County Title about preparing a title commitment on 12/24/09. He will need a motion by the City to accept Turner County's offer, so we can acquire the property and begin the construction project.

Feb 28, 2010 - The City Council & Centerville Development Corporation approved a resolution, as required by SDHDA, to purchase 430 Dakota Street. We are awaiting appraisal from Doug Stanage and will schedule a closing with Turner County Title Company in April. We will then work on demolition, and replacement with governor's house.

Aug 23, 2010 - We began the construction work on our NSP project on 430 Dakota Street property. The demolition, excavation, footings and cement basement walls have been completed. We decided to move the site of the new house to the south and west to fit closer to the middle of the lot and have the garage and approach miss the large maple tree in the southeast corner of the lot. This will also provide a larger back yard and reduce the approach of the garage to 25 ft. The required publishing for the Quiet Title Action has been completed and the 30 day reply period is beginning, so we should have clear title to the property in about 30 days.

Sept 25, 2010 - The house was placed on the foundation this week at Centerville's Neighborhood Stabilization Program project on 430 Dakota Street.


May 29, 2011 - Our 920 Lincoln Street home is nearing completion and on budget. It appears that our prospective buyer will be approved. We are hoping to close in late June/early July. We will purchase and rehab his existing home.


June 30, 2011 - Our 920 Lincoln Street home is complete and closing is scheduled with the qualified buyer, Kyle Strand, Friday, July 8th. The house was completed on budget.


July 29, 2011 - We sold the 920 Lincoln Street home to Kyle Strand on July 8th. The house was completed on budget. Kyle, with friends & family, provided some 'sweat equity' to upgrade some of the features of his new home.



(8) 720 Florida Street
July 7, 2011 - A resolution to develop the property at 720 Florida Street was approved.

June 30, 2011 - We purchased Kyle's previous home at 720 Florida Street to revitalize. We plan to replace the roof as well as repaint this fall. I am in the process of getting quotes on a new roof. We will select the quote that meets all conditions regarding insurance and timeline.

Oct 29, 2011 - Dave Christensen winterized the plumbing at 720 Florida Street on October 25th. Gary Jobe will repair the door frame in the basement and the glass on the front door. There is considerable work that needs to be done to the interior. We will be using a combination of professionals, volunteers and the FFA class to do the work. Thank you, Bridget Twedt, for offering FFA's help with this project.

July 7, 2011 - Richard and Sandy Schryer are buying two lots at 503 Nebraska Street to build a home.
